SARA Grove states that anyone can buy property anywhere in the EU.
This may well be true, but if they wish to live in that property they have to meet residency requirements.

For instance, in Spain, a non-EU citizen needs to have income of at least €25,560 annually, plus €6,390 per each additional family member.
Spain has long been a destination for British retirees because the cheaper cost of living means their state pension of £6,718 a year (which they can claim in Spain under EU reciprocal arrangements) goes further. Post-Brexit many of those pensioners won’t meet the residency requirements, house or no house.
