I HAVE just seen a man running past my house dressed in black shorts and top. He was running with his dog and I saw him deposit a black bag of dog muck in my neighbour’s hedge.
It is very common around here to see black bags thrown on the pavement, in the gutter, in the hedges or even up in a tree.
There is no hope is there?
In my opinion all dogs should be licensed, the fee to cover DNA recording so that such inexcusable behaviour is stamped out.
The testing of such deposits and any associated costs should be doubled and charged to the irresponsible dog owner, together with a substantial fine.
Failure to pay should result in the dog being confiscated.
