It is the first trophy success for Vics since fans took ownership of the club.
The contest finished 1-1 at full-time, with Blues having taken the lead.
Eleven minutes after conceding to David Short (73), Wilkes was rewarded for three substitutions leading up to Vics' equaliser.
When it came, it was from a set-piece that Blues failed to clear.

Chances to win the tie before the final whistle were few and far between and it came down to a penalty shoot-out, without a period of extra-time being played.
It was 3-3 after each side's opening five kicks at goal and upon the arrival of sudden death Winsford United missed and Vics needed no further invitation to settle the outcome.
