A CARE home owner has reassured anxious residents that children her company will be looking after pose no risk to the community.

Charlotte Davies wants to dispel fears about a new care home she plans to open near a primary school in Northwich.

Parents have expressed concern over the safety of pupils and parish councillors say they have not been given sufficient reassurance about safeguarding issues.

Mum-of-three Miss Davies said only two children aged between eight and 17 would be living at the property and will be accompanied at all times by three highly qualified staff who will live with the young people as a family.

"I understand people's concerns and worries but these kids are vulnerable and need looking after," she said.

"They are put with us so that we can give them the love, support and hugs they need.

"Their parents neglected them, didn't look after them and failed to give them any boundaries We take over the role as corporate parents."

Her company Footsteps A Path To Change 08 Ltd, founded 11 years ago, received planning permission from Cheshire West and Chester Council last week to turn a domestic property into a residential care home, despite objections from residents.

"I am passionate about what I do, giving these kids a second chance," said Miss Davies. "I want them to be upstanding members of the community.

"This home will run day to day as a normal family home. Staff will cook meals and watch television with the children.

"They will do the washing, food shopping and clean the house.

"We take the kids to school and support them in their hobbies like cubs, scouts, drama and dance, just like any other family. "The local community won't even know we are there. Members of staff will be like their aunties and uncles."

Education watchdog Ofsted has to inspect the home before it can open.

"I have not had one complaint in 11 years," said Miss Davies, who runs two other children's homes. "We are inundated with referrals because we have such a good reputation. We have always had 'good' or 'outstanding' ratings from Ofsted. We are inspected all the time. Inspectors come twice a year unannounced. I don't want my standards to drop.

"I have a very highly qualified staff team who have all got diplomas and are qualified and have regular training.

"I am happy to talk to people openly and honestly about our work."

A parish council chairman lodged an objection saying: "The parish council has not been given reassurance that the running of the facility near a primary school and play area will not put our community and children at risk.

"No details have been provided of the safeguarding procedures to be implemented. No meaningful consultation has taken place with the local community or relevant authorities."

Residents opposed the plans because of the home's proximity to a school and insufficient information.

Miss Davies is meeting with parish councillors and residents on February 27 to reassure them and answer any questions.

The Guardian has been asked not to disclose the address of the home to protect the vulnerable children.
