WHEN the strategy is to keep fingers-crossed when it comes to filling Barons Quay retail units, opportunities to recycle are reduced in the face of escalating flytipping and 100 new jobs are announced at Gadbrook Park while parking difficulties spill out beyond the bypass, does no-one plan any more?
