RESIDENTS are set to be given a chance to have their say on the future of Northwich, with a referendum on the Neighbourhood Plan (NP) fast approaching.

The result of five years of research, consultation and hard work by volunteers, the plan was approved by a government inspector in March and will now be put to a public vote on June 21.

Independent examiner Robert Yuille wrote in his report that the authors of the plan had shown a ‘clear grasp’ of the relatively new concept, which allows communities to shape development by outlining a set of policies to be considered in terms of planning applications.

Cllr Andrew Cooper said: “We’re delighted that the plan has passed the examination stage and we can now proceed to referendum.

“It’s been a long time coming, but we’re now very close to having a plan in place that will meet the needs of this town now and into the future.

“I hope everyone will be able to get behind the plan and give it their support.”

The key points of the plan include focusing retail developments on the town centre, targeting well-rounded housing developments at brownfield land, and protecting the town’s character as well as its heritage.

It will also seek contributions towards – and development of – infrastructure, pedestrian and cycle routes, and the waterways.

Specific ambitions include a comprehensive plan for the whole Winnington Works area, tackling the problems at Winnington Bridge, and protecting Moss Farm from any encroaching development.

David Roberts was appointed resident lead of the NP steering committee in 2013.

He said: “Never before has the whole community been able to express their opinions and lay out a vision of how they would like to see Northwich develop over the next 13 years and beyond, but that’s exactly what the Neighbourhood Plan allows.

“We are certain that when adopted, it will have benefits for the entire community, not only within the Parish of Northwich, but for all the nearby villages.

“Northwich is a town with perhaps the most untapped potential of any in the north west.”
