DETAILED plans for 148 new houses in Moulton are set to go before council planning chiefs.

Moulton and Davenham councillors have asked for Bovis Homes' application for land off Barnside Way to be debated by Cheshire West and Chester Council's (CWAC) planning committee.

The application adds the detail to an outline proposal originally put forward by Richborough Estates, which won planning approval in October after an appeal.

Moulton Parish Council, in its objection letter to CWAC, said: "The parish council, in keeping with the majority of villagers, remains opposed to the development of this land on the scale sought.

"However, we appreciate that with outline planning permission in place development is probable."

The letter stresses the importance of protecting trees in Beehive Lane and the management of construction traffic and emphasises its concerns about the ability of planned drainage swales to cope with the waterlogged site and the proximity of affordable family homes to the largest swale.

Moulton Parish Council also requests that the majority of Section 106 money that would be given to CWAC by Bovis Homes for infrastructure improvements is spent in the village.

The letter said: "Our primary view is that this development is unwelcome in our community.

"We believe that we have become a victim of the five-year housing supply diktat from central Government "However, should this development be approved, our primary focus is in ensuring that the village receives material benefits that can be shared and appreciated by all villagers.

"This will represent a 'once in a lifetime' opportunity to create a better equipped and safer community."

Moulton resident Margaret Newton spoke at the parish council's January meeting and said the council's objection was not written in strong enough terms.

"I think these houses will be built but there will be huge problems," she said.

"The houses will be built quite high so the run-off will be greater – so take what's in the fields now plus the run-off from those houses and do Bovis think the swales are going to cope?

"They won't cope and there will be major problems and the village is going to have to cope with those problems.

"If children drown in those swales there will be some people putting their heads in their hands."

A date for the plans to go before CWAC's planning committee is yet to be set.
